i can't figure out what caused this problem
but when i remove the floor ground its look fine

Much more info required :) For one thing, how is the floor made, if removing it makes the cornice look fine, any sort of plugin? What happens with just an untextured plane for the floor? How is the environment lighting set up? What is the material set up on the cornice? How was the cornice itself made, any chance it has unusual normals from a plugin or being imported?

i made the floor with floor generator for the lighting i used hdri  and portal sky
and if use this image its same render
the right side looks good but the left looks bad :D

To me it looks like there's problems with geometry. Did you make cornice with booleans? Also, i think that wall decor has smoothing issues.

It looks like your smoothing groups are messed up to me
